Con la comparsa di un gruppo terroristico armato che, chiamato "la Setta", si oppone alla riunificazione, il Presidente crea una nuova divisione di polizia denominata Unità Speciale, che con il tempo accumula un significativo potere politico. Tuttavia, il servizio di Intelligence di Pubblica Sicurezza, che vede diminuire la propria influenza, pianifica un complotto per annientare l'Unità Speciale. In mezzo alla sanguinosa faida tra le due potentissime istituzioni, si diffonde la notizia della creazione di una brigata, formatasi in segreto all'interno dell'Unità Speciale, i cui componenti - vere e proprie armi umane - sono chiamati Lupi. -
