La signora Jumbo, una delle elefantesse, dopo una lunga attesa riceve, come molti altri animali di un circo della Florida, il suo cucciolo da una cicogna. L'adorabile elefantino, di nome Dumbo, da principio viene vezzeggiato dalle altre elefantesse, ma poi, quando il loro capo prova scherzosamente a solleticarlo con la proboscide, questi starnutisce, rivelando le sue enormi orecchie, motivo per cui le sue simili iniziano a deriderlo. Una volta che il circo viene aperto al pubblico, Dumbo diviene presto il bersaglio degli scherzi di un gruppo di ragazzini, che notano con stupore la dimensione eccessiva delle sue orecchie. La signora Jumbo, nel tentativo di difendere il suo piccolo, si scaglia prima sul gruppo e poi sul personale del circo, che la rinchiude in una gabbia. Dumbo viene ora emarginato dalle altre elefantesse, che lo calunniano e poi lo ignorano. Solo il topo Timoteo si dimostra compassionevole e decide di stringere amicizia con il piccolo elefante. Ha perso un braccio, la moglie, il suo numero coi cavalli, e anche il resto della compagnia non se la passa molto bene. Il direttore, Maximilian Medici, punta sul cucciolo di elefante in arrivo, ma, alla nascita del piccolo di mamma Jumbo, rimane interdetto e furioso, a causa delle sue orecchie fuori misura. Milly e il fratellino, invece, si affezionano al piccolo dagli occhi azzurri e scoprono che, dietro l'handicap apparente, nasconde una straordinaria abilità: se stuzzicato da una piuma, Dumbo (questo il vezzeggiativo che il pubblico affibbia all'elefantino) può volare! Lo scoprirà anche il furbo imprenditore Vandevere, e allora per Dumbo e i suoi amici inizieranno i guai.
