La Con Air è la divisione del servizio federale americano addetta al trasporto aereo dei detenuti da una parte all'altra del paese per i motivi più diversi. Cameron Poe, appena scarcerato per buona condotta, viene imbarcato su uno di questi voli. E' atteso dalla moglie Tricia e dalla figlioletta che non ha mai visto e vuole pensare solo al proprio futuro, ma purtroppo per lui si trova a viaggiare insieme ai peggiori delinquenti del sistema penale statunitense. Quando il volo è cominciato da poco, Cyrus Grissom, genio criminale, mette in atto un dirottamento meticolosamente progettato. A terra il sergente Vince deve fronteggiare la situazione e nello stesso tempo impedire di applicare la direttiva dei superiori che vorrebbero drasticamente far esplodere l'aereo. Poe finisce col collaborare con le forze dell'ordine, e riesce ad impedire il massacro totale di poliziotti e passeggeri. L'aereo, danneggiato, cade e rovina dentro un albergo di Las Vegas. Uscito dalle macerie, Cameron abbraccia finalmente moglie e figlia, ma poco lontano, nella confusione generale, Garland, killer psicopatico, è riuscito a fuggire e siede tranquillo ad un tavolo da gioco. Nel 1969, nel pieno della Guerra del Vietnam, la Air America è una compagnia di piloti mercenari finanziata dalla CIA per sorvolare quotidianamente i territori del Laos e rifornire di armi e di viveri le forze anticomuniste del generale Vang Pao. Dal momento che la politica di Nixon prevede di continuare a negare la presenza di forze americane nel resto dell'Indocina, i piloti che vengono abbattuti dai ribelli laotiani muoiono in segreto, mentre gli altri si danno alle frequentazioni di bar e bordelli o al commercio illegale. Fra questi c'è Gene Ryack, un pilota esperto che conosce la lingua locale e che vende armi al mercato nero per arrivare a stabilirsi nella campagna thailandese assieme alla moglie laotiana. L'ingresso nelle forze aeree di una nuova recluta, Billy Covington, coincide con l'arrivo sul posto di un senatore del governo americano incaricato di compiere un'indagine sui traffici di droga che l'Air America intratterrebbe di comune accordo con il generale Vang Pao.
