La città-stato di Lisvalletta, un tempo pacifica, si è ritrovata assalita da una nuova pericolosa droga chiamata Anthem. Gli effetti collaterali del farmaco consentono all'utente di entrare in uno stato di Overdrive, in cui si trasformano in bestie superpotenti con abilità disumane. Con la polizia incapace di fermare questa nuova minaccia, la responsabilità ricade sull'Unità investigativa speciale sui crimini SEVEN-O.
